    I had a bike with an FSA integrated headset that the top cap rubbed slightly against the head tube. Tightening it only served to bind the steering without actually properly tightening the headset. I cut a circular shim out of .010 shimstock (approx .25 mm) and placed it between the top cap and compression ring. Fixed it. Come to find out microspacers are a thing.

    If OP's headset steering binds when tightened (from the top cap contacting the headtube) and exhibits the looseness that he is describing then I'd be inclined to recommend a microspacer. If there is no binding then this is not the fix.

    Not sure if 'top cap' is proper nomenclature but I'm referring to the cap that contacts the compression ring before the spacers are put on. The microspacer goes between that cap and the compression ring.

    I have tons of those...and didn't even think of them! Thought he was talking about regular under-the-stem spacers. They come w/ lots of Trek bikes but generally aren't needed...I save them just in case they're needed at some point.

    The lower bearing should not be this tight. If so, it may not be properly seated and can certainly cause these symptoms. Try to get it out and make sure it is installed correctly.
